Economic Stimulus and Recovery "The Oregon Way"
On February 11, 2009, Governor Ted Kulongoski issued Executive Order 09-06 creating a new public/private partnership to advance Oregon's recovery and to carry out Governor Kulongoski's commitment to a green economic future for Oregon -- a future in which we build upon our national and international leadership in renewable energy development and sustainability.
 
The new partnership, called The Oregon Way Advisory Group, will use Oregon's green advantage to compete and win grant dollars included in the American Recovery and Reinvestment Act signed by President Barack Obama. The Act includes $37 billion in competitive grants. For specific information on these grant dollars, please visit www.staterecovery.org/federal-assistance.
 
The group will advise and assist state agencies and other partners seeking federal competitive grants by developing innovative proposals that create immediate jobs and promote renewable energy, reduce carbon, encourage greater energy efficiency or sustainable development.
 
The group will work to identify signature projects across the state that will showcase Oregon's green expertise to the nation, helping to bring long-term job growth as others look to Oregon to tap this knowledge base.

The Oregon Way
 
Oregon's public and private sector commitment to sustainability serves as the basis for the Oregon Way Advisory Group ("The Advisory Group"). The state of Oregon has demonstrated its commitment to investing in renewable energy and reducing carbon emissions. Oregon's private sector has also demonstrated this commitment and is nationally-recognized for its expertise in sustainable development. Together, the public and private sector members of the group will take Oregon's leadership in sustainability to a new level.
 
The Advisory Group was appointed by the Governor to advise and assist state agencies and other partners seeking federal competitive grants under the American Recovery and Reinvestment Act ("ARRA").
 
The Advisory Group has been charged with identifying signature projects across the state that will showcase Oregon's green expertise to the nation, helping to bring long-term job growth as others look to Oregon to tap this knowledge base.
 
In addition to the criteria included in the Governor's Executive Order 09-06, the additional guidelines set forth are intended to identify the types of projects the Advisory Group is likely to recommend to the Governor and the types of data project sponsors are expected to provide the Advisory Group as part of the review process. If, after reading the guidelines and criteria, you feel that your project is eligible for consideration by the Oregon Way Advisory Group, please submit your project concept through the Oregon Way Advisory Group submission form. If your project is not eligible for Oregon Way consideration, please review our Web site information to see other funding opportunities.
 
It is important to note that the Oregon Way Advisory Group does not have a funding source from which it will make allocations. The Oregon Way Advisory Group is an important mechanism to elevate signature projects and help showcase to the nation Oregon's long standing commitment to sustainability and energy efficiency efforts.
 
Please note that not all projects submitted for consideration through this Web site will be presented to the Oregon Way Advisory Group. Only those projects that most closely meet the Advisory Group's guidelines and criteria, and for which a likely competitive grant funding source is available, will be brought forward for Advisory Group consideration. Please do not let the Oregon Way process impede any progress or collaboration, ongoing work or research about federal Recovery Act opportunities or Recovery Act deadlines.

Process
 
State agencies will work with the Governor's Office as potential projects and competitive federal grant opportunities under the American Recovery and Reinvestment Act (ARRA) are identified. The Governor's Office may then advance the proposal to the Oregon Way Advisory Group for additional advice and assistance to make the grant proposal more competitive by using the Oregon Way criteria.
 
Other entities, such as local governments and nonprofits, should also contact the appropriate state agency for guidance and assistance on potential projects and grant opportunities under the ARRA. A list of state agency contacts can be found here.
