Aviation Safety Training

Courses Offered:
Aviation Safety Officer Course (ASOC): Produces the skills necessary to manage an aviation safety program at company and battalion leves. Offered as a 6-week resident course the ASOC is designed to teach an individual "how to" administer a safety program.
Senior Aviation Safety Officer Seminar (SASOS): Provide senior Safety Professionals higher education that is cutting edge and valuable to the needs of the demographic/field. Training will include modules such as Human Factors Accident Classification System and HFACS Taxonomy, how to access and check compliance with Safety Of Use Messages, Ground Precautionary Messages, Safety of Flight Messages, Aviation Safety Action Messages etc. How to download blackboard training courses offered through Army Knowledge on line and Distance Learning. USACR/SAFETY CENTER RMIS statistical analysis, and Army air and ground trends will be addressed. Essentially, the course will detail how and where to find cutting edge information giving students value-added information and staff skills used to influence safety program requirements to commanders.
Accident Investigation Course (AIC): Schedule to support Installation-level Accident Investigations (IAIs). All commands are encouraged to identify potential investigation board presidents (AR 385-10) and provide them this opportunity to attain the knowledge and skills necessary to complete an accident investigation to Army standards. The 5 day course covers regulatory requirements, board organization, the investigation process, medical and legal aspects, photography, data collection, witness interviewing, human factors, data analysis, and report assembly.

How to apply:
ASOC and SASOC: Submit a DA Form 4187 through your Personnel Administrative Center (PAC). Course information is contained in DA PAM 351-4 (U.S. Army Formal School Catalog: 6-week ASOC - SC: 012, Army Training Requirements and Resources System (ATRRS) course # 7K-F12; SASOS - SC: 012, course # 7K-F21). Please note that you must be projected to go into an ASO position or currently serving in an ASO slot to attend the courses. Course quotas are set by Department of the Army strength requirements and filled by PERSCOM, NGB, USARC, and IMSO.
Preparation:
ASOC Information:
Fort Rucker Course: Arrive at Fort Rucker the day prior to the course beginning. Report ready to begin class, to Building 5206 (Murphy Hall, across from the UH-1 simulator building), Room 7 at 0800 on the designated start date as outlined in the ATRRS. The Fort Rucker lodging office is at (334) 598-5216.
Travel Orders: During the course, you will be given a large amount of reference material. If you are traveling by air, you may want your orders to contain authorization for mailing this material home.
Course Completion Requirements: The ASO course is an MOS-producing course; therefore, students must pass all examinations and attend all training. Do not plan on scheduling routine appointments during the course. Students who miss more than 5% of the course will not graduate. 5% of the course equates to 12 hours for the 6 week course.
Prerequisites:  New attendance prerequisites have been in effect since JANO4 and have been posted to the ATRRS and DA PAM 611-21. The prerequisites read: All officers (foreign officers exempt) holding an aeronautical designator must present documentation that they have a minimum of 50 hours pilot-in-command time and have completed the following computer based training prior to attendance:

The Senior Aviation Safety Officer Seminar 09-001 is scheduled for 27 Apr – 01 May 09.  This will be the only SASOS offered during FY 09.  Our Army is transforming, as a result, the USACR/Safety Center, G7 Training Directorate offers this relatively short in duration - yet high impact – course to senior Safety Professionals.  Our "50 meter target" is aimed at updating and training higher level safety positions.  Full description and pre-requisites are noted on this website; ATRRS has limited description and requirements.  Total seats authorized: 32.  For seat requests access Army Training Requirements and Resource System (ATRRS):  https://www.atrrs.army.mil/

Aviation Safety Officer Higher Education Phase I and II Objectives:

1.  Provide senior Safety Professionals higher education that is cutting edge and valuable to the needs of the demographic/field.  Training will include modules such as Human Factors Accident Classification System and HFACS Taxonomy, how to access and check compliance with Safety Of Use Messages, Ground Precautionary Messages, Safety of Flight Messages, Aviation Safety Action Messages etc.  How to download blackboard training courses offered through Army Knowledge on line and Distance Learning.  USACR/Safety Center RMIS statistical analysis, and Army air and ground trends will be addressed.  Essentially, the course will detail how and where to find cutting edge information giving students value-added information and staff skills used to influence safety program requirements to commanders.   

2.  Any course that is offered through distance learning will not be instructed.

3.  Each student/attendee will bring detailed summaries of best safety practices related to the 46 programs and processes Safety Professionals manage and monitor IAW AR 385-10 and DA PAM 385-10.  Standard to present best safety practices:  One or more best practices in simple PPT slides (4 to 6 bullets per slide with notes) detailing best safety practice(s) for discussion/education with course attendees and instructors.  Due to short duration of course students are required to have their presentations prepared prior to arrival.  One day of instruction will be dedicated to effective communication of these best safety practices to course attendees and instructors.  There is no time limit on effective communication of best safety practices; however, plan on 10 to 20 minutes per student discussing how to effectively accomplish regulatory requirements using best safety practices.  Students will approach this task considering current world-wide deployment demands, Army restructuring, and METT-TC using their experience, knowledge, skills and abilities.  Each student’s knowledge is an invaluable addition to course attendees and will assist the USACR/Safety Center in training and education updates.  Therefore, a large emphasis is placed on this task.  Student presentations will be kept on file within the G7 training directorate for staffing within the USACR/Safety Center. 

4.  Phase I Distance Learning:

  • Commanders Safety Course (Approximate time:  4 - 6 hours).
  • Managers Safety Course:  For civilian safety managers, supervisors and employees IAW Army Safety and Occupational Health Objectives for Fiscal Year (FY) 2007 memorandum from Francis J. Harvey, Secretary of the Army, dated 13 October 2006.  (Approximate time:  1 hour).
  • Army Accident Avoidance Course (Approximate time:  1 hour).  
  • Composite Risk Management (CRM) Basic Course (Approximate time:  1.5 hours).   ,   
  • Composite Risk Management (CRM) Basic Course for DA Civilians: (Approximate time:  1.5 hours).

  • Ammo 45 Course (Approximate time:  15 hours).  Ammo course prerequisites can be found via https://www3.dac.army.mil/AS/viewallcourses.html 
  • If phase I distance learning requirements are not met prior to attendance they must be completed within 60 days of completing the ASO Advanced Course.  Students meeting prerequisite and resident course requirements will be issued ASO Advanced Course Certificates of completion via ATRRS.  Students will bring course completion certificates to training day one of ASO Advanced Course.  
  • Each student will be a CW4 or CW5, or DA civilian in a Safety Professional Position or enroute to a Safety Professional Position.  Each student will be a previous Aviation Safety Officer or CP12 Course graduate.  Exceptions will be considered on a case by case basis.  Examples may include a CW3 requesting attendance enroute to his/her first Battalion/Squadron/DRU or Brigade Safety Position.  Another example may be a CW4 that has been an IP his/her whole career and is informed by HRC that he/she is going to a Battalion/Squadron/DRU or Brigade Safety Position.  Another example may be a U.S. Forest Service or other agency contractor or GS employee with previous safety training or a degree in safety tasked to fill a Safety Professional position.  Again, since this course is designed to be graduate level, previous safety training is required; however, the needs of Army are considered for each request in order to meet those demands assisting commanders in the field.
  • Each Student will report NLT 1 day prior to course start date IAW welcome packet instructions.

5.  Phase II:  Resident Course and Tools:  Students will be given multiple CD's that detail ASO/CP12/Ground Safety Officer/NCO Courses of instruction to further educate, review and use as tools to accelerate learning during the conduct of unit duties.
