Processing FEGLI '99 Enrollments

  1. New Our employee had Basic and Option B (2x). He wanted to add Option C. But when he completed the RI 76-27, he only signed for Basic and Option C. He forgot to sign for Option B (2x). We processed his RI 76-27 and now he's complaining that we cancelled his Option B and demanding that we reinstate it. What do we do?

    By not signing for the Option B, he cancelled it. This is a hallmark of the FEGLI Program. You always have to sign for all coverage you currently have and wish to keep and any new coverage you wish to elect. The RI 76-27 is very clear about this. The SF 2817 works the same way and always has. This is nothing new. You can tell the employee that he can wait one year from the effective date of his RI 76-27 election and submit an SF 2822, Request for Insurance and follow the instructions about getting a physical.

    You should give your employee a written initial decision which denies the reinstatement of the Option B and gives reconsideration rights.

  1. New Our employee was not enrolled in the FEGLI Program. She elected Basic and Option B (5x) on the RI 76-27. During the one-year waiting period, she decided she only wanted 2 multiples of Option B. So she completed an SF 2817, and signed for only Basic and 2 multiples of Option B. Is that ok?

    No, it is not. That SF 2817 is void. There was no event allowing her to file that SF 2817. She can't cancel coverage she doesn't have. During that one year waiting period, she didn't have any FEGLI coverage. Her only choice is to allow the Option B she elected on the RI 76-27 to become effective, and then file an SF 2817 to cancel or reduce it. She will have to pay premiums for 5 multiples of Option B for at least one pay period and maybe longer, depending when she files the SF 2817.

  1. Our employee elected Basic and Option B (5x) on the RI 76-27 form during the FEGLI 99 open season. In December 1999 she had a physical and submitted a Request for Insurance (SF 2822), which OFEGLI approved. She elected Basic and Option B (5x) on an SF 2817. Do we still have to process the RI 76-27 form in April 2000?

  1. No. IF the coverage she elected on the SF 2817 is IDENTICAL to the coverage she elected on the open season form, you can simply void the open season form. It now has no meaning.

  1. Our employee elected Basic and Option A on the RI 76-27 form during the FEGLI 99 open season. In January 2000 she had a physical and submitted a Request for Insurance (SF 2822), which OFEGLI approved. She was automatically enrolled in Basic only. She did not submit an SF 2817. How do we process the RI 76-27 form?

  1. The employee could have elected Option A when OFEGLI approved the Request for Insurance, but she didn't. Contact the employee and make sure she still wants Option A. If she does, process the RI 76-27 form as-is, which will add Option A to her coverage. If not, void the RI 76-27 and annotate the Remarks section of that form with the details.

  1. Our employee had Basic only (SF 50 code C0). She elected Basic, Option A, Option B (1x) on the RI 76-27 form (SF 50 code H0) during the FEGLI 99 open season. In February 2000, she had twins and elected Basic, Option B (2x) and Option C (5x) on an SF 2817 (SF 50 code M5). We processed the SF 2817 already. How do we process her RI 76-27 form in April 2000? If we just process as-is, that will cancel one of her multiples of Option B and all of her Option C. But if we dont process it, she wont get Option A.

  1. You should talk with your employee and make sure which coverage she wants. She has two choices she can have Basic, Option A, Option B (2x) and Option C (5x) (which is a combination of the RI 76-27 elections and the SF 2817 elections). Or she can keep exactly what she elected on the SF 2817.

    If she just wants what she elected on the SF 2817, then void the entire RI 76-27 and annotate the Remarks section of that form with the details.

    If , however, she wants all the coverage she is entitled to, you should copy the SF 2817 and attach it to the file copy of the RI 76-27. Annotate the RI 76-27 by crossing out the Option B block and the Option C block and writing "see SF 2817 dated ______". That way, the payroll office will not process the Option B and Option C elections, because that will reduce the coverage she now has.

    On/after April 23, 2000 when she meets the pay and duty status requirements, you should process an SF 50 change to change her coverage to SF 50 code N5 (Basic, Option A, Option B (2x) and Option C (5x)).

  1. Our employee had Basic since 1990. He elected Basic and Option A on the RI 76-27 form. In September 1999 he submitted an SF 2817 form, waiving all coverage. We processed that form already, so he is not currently enrolled in the Program. Do we still process the RI 76-27 form in April 2000?

  1. Again, you need to contact the employee to find out exactly what he meant to do. He has a choice the SF 2817 can be the final transaction, in which case you need to void the entire RI 76-27 and annotate the Remarks section of that form. Or, the RI 76-27 can be the final transaction, in which case you should process it as-is and annotate the SF 2817 to show that it is superseded by the open season election.

  1. Our employee was not enrolled in the FEGLI program. Then he elected Basic and Option B (5x) on the RI 76-27 open season form. He now wants to change that to Basic only. Can we just void the Option B block on the RI 76-27?

  1. No you cannot. He cannot just complete an SF 2817 form now and elect Basic only. There is no event now to allow him to elect Basic. The employee has a choice. He can choose to void the entire RI 76-27 form, but then he wont get the Basic, and that may not be what he wants to do. Alternatively, he can wait until the Option B coverage is effective on/about April 23, 2000 and then submit an SF 2817 to cancel the Option B. The cancellation will be effective at the end of the last day of the pay period in which his agency receives the form. Yes, this means that he must pay at least one pay periods worth of premiums for that coverage.

  1. Our employee had Basic only. Then he elected Basic and Option B (5x) on the RI 76-27 form during the FEGLI 99 open season. Now, before it becomes effective, he decided he doesnt want the Option B coverage. Can we just void the Option B block on the RI 76-27?

  1. This is different from the question above. Yes, you can void the entire RI 76-27 form. The employee will then simply have Basic, like he has now. You can always void an entire RI 76-27 form. You cannot void PART of the form.
