Mission
To improve the overall operation of the NTSB by providing sound financial
information necessary for the use of agency resources, distributing funds,
and ensuring resources are used properly and accordance with the governing
laws and policy.
Description of Functions
The Office of the Chief Financial Officer, under the supervision of the
Chief Financial Officer, is responsible for the following:
- manages the Board’s financial resources;
- overseeing all financial management activities relating to the programs and operations of the Board;
- develops, prepares, and coordinates annual budget requests to OMB and Congress;
- develops budget and financial policies;
- recommends the allocation of resources for various Board programs and activities;
- conducts periodic financial reviews of the operating budgets of the Board’s offices;
- assures the accurate accounting of the agency’s financial resources by maintaining an integrated agency-wide financial management system;
- prepares the Board’s financial statements and reports;
- acts as the primary Agency liaison with the General Accounting Office (GAO), Department of Transportation Inspector General (DOT-IG), and Independent Public Accounting (IPA) firms for financial matters;
- coordinates agency travel, travel card, and purchase card programs;
- leads the agency’s efforts to comply with any applicable financial laws and regulations, including the Federal Managers Financial Integrity Act.
