Jul 16 at 02:30 PM Contracting Preferences for Alaska Native Corporations
The preference given Alaska Native Corporations in federal procurement was intended to provide economic opportunities for impoverished Alaskan communities. But it has become a vehicle for avoiding competition and passing work through to large, non-Native contractors. In 2006, GAO called the provisions an “open checkbook.” The hearing will examine new findings from federal auditors and explore potential abuses in the award, management, and oversight of these contract vehicles.

Jul 21 at 02:30 PM Excessive Speculation in the Wheat Market
This hearing is a followup to the June 24th Permanent Subcommittee on Investigations' release of a 247-page staff report entitled, "Excessive Speculation in the Wheat Market," examining how commodity index traders, in the aggregate, have made such large purchases on the Chicago wheat futures market that they have pushed up futures prices, disrupted the normal relationship between futures prices and cash prices for wheat, and caused farmers, grain elevators, grain processors, and others to experience significant unwarranted costs and price risks. The Subcommittee hearing will examine the nature of the problems caused by index trading in the wheat market and possible solutions, including applying standard position limits to index traders instead of exempting them. Witnesses for the upcoming hearing will include representatives of CFTC, and CME Group, as well as representatives of wheat producers, users, consumers, and index traders.

Jul 23 at 02:30 PM D.C. Public Schools: Taking Stock of Education Reform
On Thursday, July 23, 2009, the Subcommittee on Oversight of Government Management, the Federal Workforce, and the District of Columbia held a hearing titled "District of Columbia Public Schools: Taking Stock of Education Reform." This was the third in a series of Subcommittee hearings addressing D.C.’s progress in reforming its education system. This hearing reviewed a U.S. Government Accountability Office (GAO) study that evaluated the first two years of the reforms, "District of Columbia Public Schools: Important Steps Taken to Continue Reform Efforts, But Enhanced Planning Could Improve Implementation and Sustainability." The long-term GAO study, examined steps the District has taken to (1) address student achievement; (2) strengthen the quality of teachers and principals; (3) develop long-term plans and involve stakeholders; and (4) improve accountability and performance of DCPS and the State Superintendent’s central office.
