Welcome to the Alternative Personnel Systems Resource Center. The term Alternative Personnel Systems (APS) is applied when agencies choose to look outside of traditional personnel systems (e.g. General Schedule) to address longstanding issues, such as strengthening performance management and updating position classification and competitive compensation. If you are a job seeker looking for employment under an APS, please visit some of the agency websites for more information. HR Practitioners and Federal employees interested in finding out about APSs in general, please see the links below.
Most of today's APSs have some focus on performance-based pay. Some of these systems have existed for almost 30 years. As of the end of 2008, APSs featuring performance-based pay covered more than 360,000 Federal employees. This Resource Center provides information on many of the current APSs.
