Duties:

This position is located in the Insurance Department of the Overseas Private Investment Corporation (OPIC).  The incumbent in this position counsels prospective U.S. investors, analyze requests for political risk insurance, negotiates the terms and conditions of insurance contracts, and recommends approval of insurance eligible projects.

Specific Tasks Include:

  • Negotiates and confers with senior officials and/or counsel.
  • Advises investors as to the insurability of a proposed project.
  • Maintains liaison with investors and representatives during all phases of a project.

Qualification Requirements:

Applicants must have at least 1 year of specialized experience equivalent to the next lower grade level in the Federal service and/or education which substitutes for experience.  Specialized experience and/or substituting education for this position is defined as follows:
  
For GS-12: Specialized experience is defined as experience equivalent to the GS-11 level in the Federal service or comparable experience in the private sector which demonstrates experience counseling prospective U.S. investors, analyzing requests for political risk insurance and negotiating terms and conditions of insurance contracts.  This includes substantial knowledge of insurance contracts.  There is no education substitute at the GS-12.
 
For GS-13: Specialized experience is defined as experience equivalent to the GS-12 level in the Federal service or comparable experience in the private sector which demonstrates experience in the private sector which demonstrates experience counseling prospective U.S. investors, analyzing requests for political risk insurance and negotiating terms and conditions of insurance contracts.  This includes extensive knowledge of insurance contracts.  There is no education substitute at the GS-13.

Qualification requirements are based on the U.S. Office of Personnel Management’s “Qualification Standards Operating Manual”.

OTHER REQUIREMENTS:  1) US citizenship and 2) ability to obtain a "Secret" security clearance.

How You Will Be Evaluated under Category Rating:

Competitive examining authority has been delegated to OPIC by the US Office of Personnel Management. Once the application process is complete, a review of your application will be made to ensure you meet the qualification requirements.  Your application will be evaluated and rated under Category Rating and Selection Procedures.  Your application and supporting documentation will be reviewed and compared to your responses to the Quality Ranking Factors (QRFs) to determine if you meet the qualification requirements for this job.  If you meet the qualification requirements for this job, your qualifications will be further reviewed by a Human Resources Specialist and a subject matter expert, OR a panel of subject-matter experts to asses the quality, depth, and complexity of your accomplishments, experience, and education as they relate to the critical experience requirements listed in the vacancy announcement.  You will then be placed in one of the two quality rating categories:

  • Qualified Category-Meets the specialized experience outlined in the qualifications requirements section of the vacancy announcement.
  • Highly Qualified Category-Meets the qualification requirements for the vacancy announcement and has successful experience in the same or similar job that has demonstrated “outstanding” proficiency in applying knowledge, skill, and ability as demonstrated in your answers to the Quality Ranking Factors.
How Veteran’s Preference Will Be Applied under Category Rating:
  • Preference eligibles will be listed ahead of non-preference eligibles within each quality rating category
  • Qualified preference eligibles with a compensable service-connected disability of 30-percent or more (CPS) and those with a compensable service-connected disability of at least 10-percent but less than 30 percent (CP) will be placed at the top of the highest quality category (except for the scientific  or professional positions at the GS-9 level or higher).

  1. Knowledge of international financial, accounting and business practices and the ability to evaluate financial, economic and political risk  international economics, trade and investments in developing countries.
  2. Ability to draft insurance contracts and negotiate these contracts with senior level representatives of industry, government, trade, and banking.  Ability to review and analyze project documents pertaining to overseas investments.
