Local Prosecution of Organized Crime: The Use of State RICO StatutesThis BJS Discussion Paper combines the quantitative results of a mail survey sent to local prosecutors with the qualitative results of a followup telephone survey. After giving a brief history of Federal and State Racketeer-Influenced and Corrupt Organization (RICO) legislation, the paper discusses how widely local prosecutors use RICO, why some prosecutors do not use the statute, and what can be done to improve the State RICO laws. Although other studies have been done on Federal and State civil RICO prosecutions, this is the first study of RICO use in criminal cases at the local level. 10/93 NCJ 143502 |
