17.1 Delegation. The Commissioner of Reclamation is delegated so much of the administrative and program management authority of the Secretary in 16 U.S.C. Section 661, et seq., and 16 U.S.C. Section 742f as is necessary to enhance the mission of the Bureau of Reclamation with respect to managing, conserving, developing, and protecting water and related resources at the Guadalupe River Diversion Dam and Salt Water Barrier, located on the lower Guadalupe River, Texas, in an environmentally and economically sound manner.
