Title 5, Ethics SupplementalsTitle 5 refers to one of the 50 titles into which the Code of Federal Regulations (CFR) is divided. The CFR catalogs the general and permanent rules published in the Federal Register by the executive departments and agencies of the Federal Government. Each title represents a broad area subject to Federal regulation. Title 5 covers administrative and personnel rules that apply to Federal employees. FCA maintains a Title 5 database, which contains the following two parts:
