Oregon Housing and Community Services (OHCS) administers various energy and weatherization programs that operate through local Community Action Agencies (CAAs), Community Services, Senior Service Agencies, and other community service providers.

This program helps low-income households pay their home heating costs. It is funded through the U.S. Department of Health & Human Services and provides roughly $12 million in federal funds per year to assist lower income Oregonians pay their energy bills.

This program assists lower income Oregonians with electric bill payments. As a result of the 1999 electric restructuring legislation, this program provides approximately $10 million per year to those who heat with electricity; that reside within the territory of the participating utilities; and who have incomes at or below 60 percent of Oregon's median income. The program is delivered through local Community Action Agencies.

This program provides weatherization and energy conservation services at no cost to households with incomes at or below 60 percent of Oregon's median income. OHCS contracts with Community Action Agencies or other lead service providers to deliver the program.

This program provides training and technical assistance to statewide agencies that contract with Oregon Housing and Community Services to deliver low-income weatherization for the U.S. Department of Energy.

The Energy Efficiency and Consumer Competency Program (E2C2) provides training and education to low-income households on home energy conservation methods, thereby reducing household energy usage and utility bills. Additionally, the program involves case management to provide six to twelve months of household assessment, goal setting, action plans and connection to a wide range of services - all in an effort to reduce existing barriers to self-sufficiency.
