Many Oregon groups administer revolving loan funds for small business financing. In most cases, funding has been provided by the federal Department of Housing and Urban Development (HUD), the federal Economic Development Administration (EDA), the U.S. Department of Agriculture Rural Economic and Community Development Administration (RECD) or the Oregon Economic and Community Development Department. Loan criteria may reflect some of the objectives of those funding organizations or may have special requirements of those agencies.
