The state maintains depository bank accounts throughout the state. State agencies and deputy registrars deposit payments to the state into these accounts. The Commissioner of Minnesota Management & Budget by statute is responsible for establishing these accounts.
The Treasury Division regularly bids these accounts in the local communities. The Treasury Division coordinates with its own Treasury Operations, the Department of Revenue, the State Board of investment and other state agencies to determine their banking needs which are then included in the bidding documents.
