Description: Trucking companies obtain an over-dimension variance permit when their truck and/or combination exceeds vehicle limits in Oregon law, ORS Chapter 818. The permits provide routing plans and restrictions for travel through the state.

One type of variance permit, a Continuous Operation Variance Permit (COVP), allows a company to operate an over-dimension truck on Oregon state highways, as well as certain county roads and Portland streets, on a continuous basis. The permits provide routing plans and other travel restrictions. Permits are available for 11 different kinds of over-dimension operations ' Extended Weight and/or Over Length, Heavy Haul Over-Width & Overweight 98,000 lbs., Unladen Heavy Haul Truck Tractor/Semitrailer w/Jeep and /or Booster, Overseas Container, Over-Width & Legal Weight 80,000 lbs., Heavy Haul Over-Width & Overweight 80,000 lbs., Heavy Haul Over-Width & Overweight 98,000 lbs., Truck Tractor w/Semitrailer 70/80, Long Logs, Poles & Pilings and Structural Members, and Manufactured Home, Mobile/Modular Units.

The Oregon Department of Transportation, Motor Carrier Transportation Division, has enlisted four Permit Agents to issue these permits - Oregon Trucking Associations, A WorkSafe Service, Marion County Public Works Department, and Clackamas County Transportation Permits.

Required Documentation: Trucks operating under over-dimension permits are required to follow certain conditions and observe special restrictions spelled out on attachments and maps that must be carried in the vehicle.
