Description: Persons who plan to alter an onsite wastewater treatment system that is not under a Water Pollution Control Facilities Permit (WPCF) must obtain a Construction-Installation Alteration Permit before making alterations.

Fees - application, exam, etc.:  New Site Evaluation Fees - usually waived
  • Single Family Dwellings - $425 for the first lot, $425 for additional lot
  • Commercial Facility Systems - $425 for the first 1,000 gallons of Project Daily Sewage Flow and an additional $110 for each 500 gallons of daily capacity over 1,000. Generally, facilities with greater than 2,500 gallons per day capacity pay WPCF fees. Contact DEQ for an explanation of these fees.
  • Application Surcharge - $40
Construction-Installation Alteration Permit Fees
  • Minor Repairs - $165
  • Major Repairs - $345
  • Application Surcharge - $40
Commercial Facility System Plan Review
  • For capacity below 600 gpd - included in the Application Fee
  • Between 600 gpd and 1,000 gpd - $230
  • 1,000 to 2,500 gpd - $250, plus $40 for each 500 gpd over 1,000 gallons.
  • Above 2,500 gpd capacity - the WPCF fee schedule is used.
Responsible Agency: Environmental Quality Department (DEQ)
Prerequisites:
  1. In Baker, Clatsop, Coos, Douglas, Gilliam, Grant, Harney, Josephine, Lake, Morrow, Umatilla, Union, Wallowa, or Wheeler counties, contact the appropriate DEQ regional office. For all other Oregon counties, contact the planning, building, or environmental health department in that county.
  2. If the site evaluation requirement is not waived (usually is) the applicant applies for a site evaluation by submitting a site evaluation application and appropriate fee to DEQ. Note: For the site evaluation, applicants will need to dig at least two test holes on the site, according to DEQ specifications.The Department evaluates the site and produces a report concluding whether the site is appropriate for a wastewater treatment system.
  3. The applicant completes a Construction-Installation Alteration Permit application. Requirements include:
    • The Site Evaluation Report (if not waived)
    • Land Use Compatibility Statement signed by the local land use authority, and
    • Plans and specifications for the alteration of the system.
  4. The Department issues or denies the permit within 20 days of receiving the complete application.
