A Developmental Fisheries Permit is required in addition to commercial fishing and/or boat license to harvest species on Developmental Fisheries List, Category A, except as bycatch in another established fishery. Before applying for a permit, an applicant must obtain an appropriate commercial fishing boat and/or individual fishing license for the year the permit will be issued. Prior year permit is renewable by January 1 except, December 1 for box crab permits if minimum renewal requirements were met. Renewal requirements listed in Category A table are for minimum number of deliveries, or minimum number of pounds, or both. Permit is not transferable.
The number of available permits will vary with the fishery. If the number of applicants is more than the number of available permits, a lottery will be held to issue permits. Unsuccessful lottery applicants will receive a preference point to apply to future lotteries of the same species/gear category. Preference points are lost when a permit is obtained or if an applicant does not apply for that species/gear category for two consecutive years.
