Description: Oregon-based companies operating trucks and buses in other states and Canadian provinces may register with the Oregon Department of Transportation, Motor Carrier Transportation Division, and pay apportioned registration fees for their entire fleet(s) for all the jurisdictions in which they will operate. Prorate registration of ten trucks or less can be handled over-the-counter, by appointment, at the Motor Carrier Division's Salem Headquarters, the Portland Bridge/Jantzen Beach Office, or the Ports of Entry at Ashland, Farewell Bend, and Umatilla. Oregon trucks operating under the IRP display an Oregon Apportioned license plate.

Fees - application, exam, etc.:  Currently $1.50 per application, plus registration and plate fees.

Registration fees are based on the gross vehicle weight of a vehicle.
  • For apportionment purposes, Oregon fees are reduced by a percentage factor determined by the total Oregon miles divided by the total miles traveled in all IRP jurisdictions during the mileage-reportingyear (July 1 - June 30 of the previous year).
  • Annual apportioned registration fees are payable at the time of initial registration or upon renewal of apportioned plate(s).

    Plate fees are $2.50 for one Apportioned truck license plate, $5 for two.

    Insurance Requirements: See Oregon insurance rules OAR Chapter 740, Division 40. Also, comply with other states' and provinces' requirements, when applicable.
    Prerequisites:
  • A prorate application must include proof of payment of the Federal Heavy Vehicle Use Tax (current tax period) or a copy of an acceptable bill of sale copy
  • Lease agreements (Form 084)will be required for certificate authority(household goods or passengers).
  • Companies may not drop or remove jurisdictions from a fleet during the registration year. They may, however, add jurisdictions at any time.

  • Apportioned registration does not waive or exempt a truck operator from obtaining operating authority from any state or province in which the apportioned truck travels. It does not waive or replace the requirements of the International Fuel Tax Agreement (IFTA), does not allow registrants to exceed vehicle size or weight limits, does not waive or exempt the reporting and payment of weight-mile taxes, and does not affect federal Heavy Vehicle Use Tax requirements.

    Required Documentation: Complete the Oregon Application, Schedules A and E Combined, to apply for a new account, create a new fleet, or renew participation in the IRP. Complete Oregon Mileage Schedule B when setting up a new account. Complete a Schedule C form to add new trucks to an established account or fleet.

    Other required documentation:
  • Oregon MCTD tax file number.
  • Fleet number that company assigned to the fleet (no letters).
  • Federal Employer Identification Number (FEIN) or Social Security Number.
  • Full legal name under which the individual, partnership, or corporation does business. If Assumed Business Name or corporation, the name must match the name as filed with the Oregon Corporation Division. Include Incorporated (Inc.), Company (Co), Limited Liability Company (LLC), Limited (LTD), Limited Liability Partnership (LLP), doing business as (DBA), or any other identifying characteristic.
  • Physical business address -- an Oregon-based fleet must have an Oregon address.
  • Mailing address where apportioned credentials and correspondence will be mailed.
  • U.S. DOT number.
  • Contact person, phone, fax, and e-mail address.
  • Registered weights, the maximum gross weight that will appear on the registration cab card (see maximum gross weights allowed per jurisdiction).
  • Vehicle Identification Number (VIN) as shown on the vehicle title.
  • Vehicle make -- abbreviation according to standard vehicle abbreviations.
  • Last two digits of the vehicle model year.
  • Empty weight -- the unloaded weight without trailer, if one is pulled.
  • Number of axles for each individual unit (not the combination) or number of seats, including the driver's seat, if a bus.
  • Complete name of vehicle owner as it appears on the title or on the application for title, if other than the prorate applicant.
  • Month and year the vehicle was purchased by the current owner.
  • Actual price of the vehicle paid by the current owner, excludingtrade-in and sales tax and use tax, including accessories or modifications attached to the vehicle. Federal Excise Tax is also included in the purchase price.
  • Equipment number (seven characters or less) assigned to the power unit or trailer (no duplicate numbers).
