Description: A water right holder must file a transfer application with the Department to either permanently or temporarily change the point of diversion, point of appropriation (well), type of use, place of use, or any combination of these, of a water use subject to transfer. To approve a transfer application, the Water Resources Department must determine that the proposed change will not injure other water rights.
