| Description: |
For horses: The starter is responsible for the horses from the moment they enter the designated racing surface from the paddock, and may scratch a horse for good cause. The starter shall immediately notify the stewards of any scratch.
The starter shall ensure that the starting gate is functioning properly at least three days before the beginning of the race meet, and shall make sure the gate is properly maintained throughout the race meet.
For greyhounds: A person hired by the race meet licensee to supervise the loading of the greyhounds into the starting box, and operate the starting box for official racing. |

- All ORC licenses cost $30 for the initial 3-year license, and then $2 per year for each additional license category.
- All "add on" licenses will expire at the same time as the initial license.
- Renewals are processed exacly like the initial application.
- Duplicate licenses are $5 per year left until expiration of the original license.
- All applications are considered pending until they are reviewed by the stewards / judges.
- The application fee is not refundable, even if the license is denied.
