Companies operating trucks or buses in Oregon complete an Application for Motor Carrier Permit if their vehicles have a combined weight over 26,000 pounds, or if they're hauling for-hire with trucks weighing 26,000 pounds or less. The form is used to establish a new Oregon account and amend or change an existing account. Trucks and buses over 26,000 pounds report miles traveled in Oregon and pay a weight-mile (highway-use) tax.

Visit the ODOT Motor Carrier Transportation Division Web site for information about trucking in Oregon. Oregon-based carriers receiving a certificate or permit for the first time are given a packet of information about motor carrier regulations, including those related to safety, highway-use tax, insurance, and vehicle size and weight. Oregon law requires that new companies participate in this "Motor Carrier Education Program" shortly after receiving a certificate or permit. Prerequisites:
This application is completed by a motor carrier with no previous account in Oregon, or a carrier with an existing account who has changed its business name (an ownership change is a change in entities and/or ownership structure of a company for which there is an existing account).
Oregon law requires motor carriers to certify, at the time of registration, that they have an in-house drug and alcohol testing program that meets the federal requirements of 49 CFR Part 382, or that they are a member of a consortium, as defined in 49 CFR 382.107, that provides testing that meets the requirements.
