Description: Authorization to issue postsecondary degrees or operate parts of degree programs in Oregon. Certain distance education offerings having no physical presence in Oregon are de facto exempt.
Statutes, Rules, Ordinances: ORS 348.603 et seq.
OAR 583-030
Duration: 2-4 years, varies. Initial always 2 years.
Fees - application, exam, etc.:  Doctoral: $4,800
Masters: $3,600
Bachelors: $3,600
Associate: $2,400
External/Partial: usually $250, maximum $1,000
Responsible Agency: Student Assistance Commission
Fee Exemptions: Discounts available for religious, qualifying renewals and simultaneous submissions.

Continuing Ed Requirements: NA
Bonding Requirements: Tuition refund bond if school has limited cash reserves.
Insurance Requirements: Usually none
Prerequisites: Doctoral degrees may be issued by accredited colleges only. Otherwise startups are OK. Faculty degrees in all programs must be from accredited or ODA-approved colleges. Limited religious exemption is available but does not allow issuance of doctorates by unaccredited colleges.

Required Documentation: Extensive. Includes, e.g., financial statement (usually audited), faculty qualifications, disclosure of ownership, disclosure of past violations of financial aid rules and other laws, curriculum, policies on award of credit, curricular structure, copies of publications and ads.
Additional Information: Applicants must contact ODA before applying. Reviews scheduled 3-6 months in advance. Average time for approval after submission 4.5 months.
