Description: You must be licensed as a registered family child care home if:
  • You provide child care to more than three (3) children, up to a total of ten (10) children at any one time, unless they are all from the same family;
  • You provide child care on other than an occasional (fewer than 70 days in a calendar year) basis; or
  • You receive payment from an agency that requires you to be licensed.

You are not required to be licensed as a registered family child care home if:
  • You provide care to a child in his/her own home;
  • You provide care to three (3) or fewer children, not including your own children;
  • You provide care to the children of only one family;
  • You provide care only on an occasional basis and are not ordinarily engaged in providing child care;
  • You are the child's parent, guardian, or person acting in place of the parent; or
  • You are related to the child by blood, marriage, or adoption.

NOTE: There are two types of in-home child care licenses. If the information provided here about "Registered Family Child Care Homes" does not seem to fit your situation, we suggest that you look at the licensing information for "Certified Family Child Care Home".

Duration: License effective for two years (non-transferable)
Fees - application, exam, etc.:  Registration fee (initial and renewal) is $30.00. The fee is due at the time of application and is non-refundable.
Responsible Agency: Employment Department, Child Care Division
Fee Exemptions: The application packet includes an income chart that will tell you if you qualify for a reduced fee.
Continuing Ed Requirements: You are required to complete an additional eight hours of approved child care related training every two years to maintain this license. Also; food handler certification, infant and child cardiopulmonary resuscitation certification (CPR), and first aid must be kept current.

Your local Child Care Resource and Referral (CCR&R) agency provides information on available classes to meet the requirements. Contact information can be found on-line at Oregon CCR&R Network OR - you may request the information from the Oregon Child Care Resource and Referral Network at 1-800-342-6712.
Bonding Requirements: None Required.
Insurance Requirements: None Required.
Prerequisites: Before you can be approved as a licensed family child care home you must:
  • Complete a Family Child Care Overview session;
  • Have a current certification in infant and child cardiopulmonary resuscitation (CPR) and first aid;
  • Have a current food handler certification;
  • Complete two hours child abuse and neglect training or show proof that you have already done so;
  • Have each individual over 18 residing in the home, substitutes, and regular visitors enroll in the criminal history registry;
  • Complete "Application for Registered Family Child Care Home License" ; and,
  • Complete and pass an on-site health and safety review provided by the Child Care Division.

    Please keep in mind that the information on this website is not all inclusive. The information provided here is to get you started. Attendance at the required Overview class will help you answer most of your questions. Also, a careful review of the Rules for Family Child Care Registration found in OAR 414-205 will make it possible for you to complete the application process for your child care license. You will receive a paper copy of the rules at your overview class or you may request one from the Child Care Division at 1-800-556-6616.

    Health and safety guidelines outlined in the rules must be met before your application can be approved. Conducting your own review of your home and planned activities to assure your home's compliance with the rules will save you a lot of time in the registration process. When you have questions that were not answered in your "Overview" class, you are encouraged to contact a Child Care Division licensing specialist for technical assistance.

Renewals: Prerequisites:
Before your license as a registered family child care home can be renewed you must:
  • Complete an "Application for Registered Family Child Care Home License";

  • Provide proof that all persons over 18 residing in the household are enrolled in the Criminal History Registry;.
  • Have a current certification in infant and child cardiopulmonary resuscitation ( CPR) and first aid;

  • Have current food handler certification;

  • Show documentation that you have completed two hours child abuse and neglect training; and,

  • Complete and pass an on-site health and safety review provided by the Child Care Division at no additional cost to the provider.

NOTE: Timely application for renewal is critical to your operation. If we receive your renewal application, along with the payment of the required fee, at least thirty (30) days prior to the expiration date of your current registration, then your registration will remain active until CCD has acted on the renewal application and provided you with notice of the action taken.

However, if your application for renewal and payment of the required fee is not received by CCD at least thirty (30) days prior to your current license expiration date, your license will lapse as of the date stated on the certificate. If your license lapses, you must stop providing child care and it may impact your food program eligibility.
