WPCF general permits are issued by DEQ to cover categories of minor discharges when a WPCF individual permit is not necessary to adequately protect water quality. DEQ may issue a WPCF general permit when there are several minor sources or activities involved in similar operation and discharging similar types of waste onto or beneath the ground surface with no direct discharge to surface waters. New sources apply to be "assigned" to the general permit that has been issued by DEQ. Some of the industrial activities covered by WPCF general permits are offstream placer mining, confined animal feeding operations (contact Oregon Dept. of Agriculture), gravel mining, seasonal food processing and wineries, petroleum hydrocarbons cleanup, and vehicle wash water.
