Annotation: This report describes the history of the Federal Bureau of Investigation (FBI)’s Uniform Crime Reporting (UCR) system and the data problems that it deals with in reporting crime and arrests.
Abstract: Crime in the United States is an annual compilation of the UCR provided by more than 18,000 policing jurisdictions. The report describes procedures used by the FBI to fill in gaps in the data provided to the FBI and suggests how the data might be improved. Since the FBI is moving to implement an improved crime and arrest reporting system, the National Incident-Based Reporting System (NIBRS), to replace the UCR, a study of UCR deficiencies should be useful in planning for the full implementation of NIBRS. The report discusses, among other topics: (1) the information-gathering process; (2) error checking: (3) processing and publishing crime data; (4) reasons for incomplete reporting; (5) procedures for imputing crime data; (6) inaccuracies produced by imputation procedures; (7) suggested imputation philosophy; (8) supplementary homicide reports; and (9) archiving.
