Description: A licensed Nursing Home Administrator (NHA) is an individual responsible for planning, organizing, directing and controlling the operation of a nursing home. Qualifying candidates are licensed either by endorsement or examination.
  • License by Endorsement: The national examination is waived for endorsement applicants who have successfully completed the examination and achieved licensure in a recognized jurisdiction. Endorsement applicants are, however, required to successfully complete the state NHA examination.
  • License by Examination: Examination applicants are required to successfully complete the Administrator-In-Training program and pass both the state and national NHA examination in order to qualify for licensure.

The Initial License Application is not available for download, rather it is distributed to qualified licensure candidates. Please contact the Board office at (971) 673-0196 for more information or if you have lost or misplaced your Initial License Application.

Fee Exemptions: None
Examination Information: License candidates are required to pass both a national and state examination. The national exam is waived for endorsement candidates who have successfully passed the exam in a recognized jurisdiction.

  • National NHA Examination:
    A 150 question, multiple-choice, computer-based examination administered at Sylvan Prometric Centers across the U.S. Examination candidates may take the exam up to four times per calendar year. Successful candidates shall achieve a minimum scale score of 113.
  • State NHA Examination:
    A 50 question, multiple-choice, written examination based on Oregon nursing home regulations. The examination is administered at the board office located in Portland, Oregon. There is no limit on the number of attempts in a calendar year. Successful candidates shall achieve a minimum score of 84 percent (42 out of 50 questions).
Continuing Ed Requirements: Baccalaureate degree or higher from an accredited school of higher education (waived if licensed as an NHA prior to January 1, 1983).

Prerequisites: License by Examination
  1. Baccalaureate degree or higher from an accredited school of higher education.
  2. Completion of Administrator-in-Training (AIT) program (960 hours).
  3. Is of good moral character and in good physical and mental health.
  4. Criminal history free of felony convictions.
  5. Pass state and national NHA examination.
  6. Apply to the board and remit required fee.

License by Endorsement
  1. Baccalaureate degree or higher from an accredited school of higher education (waived if licensed as an NHA prior to January 1, 1983).
  2. Hold current NHA license in a recognized jurisdication.
  3. Meets training and/or experience standards equivalent to the Board's AIT program (960 hours).
  4. Is of good moral character and in good physical and mental health.
  5. Criminal history free of felony convictions.
  6. Pass state NHA examination.
  7. Apply to the Board and remit required fee.

Renewals: Initial licenses expire on June 30 of odd-numbered years, regardless the issue date. Given that, continuing education (CE) requirements for license renewal are pro-rated based on the issue date of the license. CE requirements range from 0 to 60 hours and include both general and ethics categories. The new licensee is provided information explaining the CE process, hours required at renewal and the timeframe.
