| Description: |
When a hydroelectric project is taken out of service, the project must be decommissioned to restore the stream habitat. Decommissioning orders may require substantial mitigation measures. The process for decommissioning hydroelectric water rights and projects is set forth in Oregon Revised Statutes (ORS) Chapter 543A.300 and 543A.305 and Oregon Administrative Rules (OAR) Chapter 690 Division 52. An expedited process is used when the project does not have dams or other permanent structures in the stream, and projects which use easily removable works to divert or withdraw water from the stream. The standard process is used when the project has dams or other large permanent structures in the stream to create a reservoir or divert water. |
