Subject: Statewide Recruitment Service Reduction – HIRE System Impact
Recent staffing cuts have compelled us to re-evaluate our service and program delivery. The Statewide Training, Development & Recruitment staff has been dramatically reduced leaving only 2 staff in the Statewide Recruitment service area. As a result, among other service reductions, we are placing the Hiring Individuals Ready for Employment (HIRE) system, which focuses on hiring people with disabilities into state government service, on hiatus until such time as we have the staffing resources to support the work effort. The hiatus is effective July 1, 2009.
It has been an exceptionally difficult struggle to redefine service delivery given the depths of the cuts. Scaling back, eliminating, or placing on hiatus critically important recruitment services like HIRE has been the daunting challenge of a grim reality. There are no good choices when cutting recruitment programs as they all play a fundamentally important role in fulfilling the mission of our state agencies, changing the fabric of our workforce, and ultimately serving Oregonians. We sincerely wish that these extraordinary times did not necessitate taking these extraordinary
measures.
While the Statewide HIRE System is on hiatus, please know that the Department of Human Services (DHS), due to their mission-centric and institutionalized business practice of using the HIRE system, will continue to self-administer the HIRE system for DHS-only recruitments.
