New Manufactured Structure:
Generally the dealer, or the lender, or the escrow agent will apply for the ownership documents on the behalf of the owner. If they do not apply for it, then the owner will have to make the application themselves through the county taxation/assessment office.
Used Manufactured Structure:
To make changes to ownership status and siting information for a manufactured home, you MUST contact your county taxation/assessment office to have these changes processed. The Building Codes Division will not process transactions unless they have been first submitted to the county taxation/assessment office and have been refused. Visit the BCD Manufactured Home Ownership Website for contact information for each county assessor's office. Once the changes have been made, the owner or security interest holder receives an Ownership Document issued by the State of Oregon, Building Codes Division.
