Holder can hunt for an elk or a deer anywhere in the state of Oregon in September, October, or November of the current year with any legal harvest method. Auction events are held around the state and the tags go to the highest bidders. You will find the "Auction Events" locations and dates in the "Oregon Big Game Regulations" handbook (link in the Service Links section).
