Description: Certified family child care homes:
  • Provide child care for up to 12 children, may be certified for up to 16 with prior approval from the Division

  • Are located in a building constructed as a single-family dwelling.

  • Must comply with the Oregon Administrative Rules that apply to this type of Child Care.


  • You will not be required to comply with the Certified Family Child Care Home rules if:
  • You are a "registered family child care home"(see "Registered Family Child Care" license information on this website)

  • Your facility is primarily educational and provides care for four hours or less per day to children 36 months old or older but not yet attending kindergarten;

  • You provide care in the home of the child; or

  • You provide care only on an occasional (fewer than 70 days in a calendar year) basis and are a person, sponsor, or organization not ordinarily engaged in providing child care.


  • NOTE: There are two types of in-home child care licenses. If the information provided here about "Certified Family Child Care Home" does not seem to fit your situation, we suggest that you look at the licensing information for "Registered Family Child Care Homes".

    Duration: License effective for one year (non-transferable)
    Fees - application, exam, etc.:  license fee is $25.00 + $2.00 per space (ie. The initial fee for a certified family child care home planning to care for 12 children is $25 + $24= $49 total).

    Renewal fee is $2.00 per space.

    Fees are due with application and are non-refundable.

    Continuing Ed Requirements: The provider, substitute providers, and any Assistant II level staff are required to have fifteen (15) clock hours of training related to child care every year. Of these 15 hours, at least eight (8) clock hours must be in child development or early childhood education. These staff must maintain:
  • current infant and child cardiopulmonary resuscitation certifications ( CPR ) and first aid;
  • food handler certification;and
  • show evidence of two (2) hours of training in Recognizing and Reporting Child Abuse.

  • Bonding Requirements: None required.
    Insurance Requirements: None required.
    Prerequisites: Before you can be licensed as a certified family child care provider you need to:
  • Submit a completed "Application for Certified Family Child Care Home" at least forty five (45) days prior to the planned opening date of the facility.


  • The following applies for both initial and renewal certification:

  • Be sure the child care provider:

  • *Is at least 18 years of age
    *Has at least one year of qualifying teaching experience in the care of a group of children in an ongoing group setting such as kindergarten, preschool, Headstart program or licensed child care; OR has completed 20 semester credits or 30 quarter credit of college or university training in early childhood education or child development; OR has documentation of attaining at least step 8 on the Oregon Registry.
    *Has a current certification in infant and child cardiopulmonary resuscitation (CPR) and first aid;
    *Has a current food handlers certificate
    *Completes two hours of training on child abuse and neglect issues.
    *If providing care to more than two children under 24 months of age, has at least 30 clock hours of training specific to infant and toddler care.
    *Complies with the rules found at OAR 414-350-0090 through 414-350-0100 and ensure that all staff comply with those same rules.
      "Provider" means the person in the certified family child care home who is responsible for the children in care, is the children's primary caregiver, and in whose name the certification is issued. In a certified family child care home, the provider is the operator.

  • Be sure the home:

  • *Meets all building code, zoning, fire and sanitation requirements.
    *Complies with the administrative rules related to this type of child care as indicated in the OARs at
    OAR 414-350-0130 through 414-350-0170.

  • All staff and anyone over the age of 18 living in the home or with access to the children must:

  • *Be enrolled in the Child Care Division's Criminal History Registry

    An on-site pre-certification or renewal certification visit to the facility will be provided by Child Care Division staff. During the pre-certification visit, the home and other aspects of the proposed operation will be evaluated to determine compliance with licensing requirements.

    Application Form: Application for Certified Family Child Care Home
    Renewals: Prerequisites:
    Submit a complete "Application for Certified Family Child Care Home" at lease thirty (30) days prior to the expiration of the current certification. You may request a copy of the application form from your local child care certifier or from the Child Care Division at 1-800-556-6616. Please see the prerequisites section for additional renewal information.

    Required Documents:
    Once your renewal application is received, the licensing specialist for your area will be notified and will call you to set up a time to review your facility.

    You do not have to submit any documentation with your application but must have available at the time of the review:
    • Copies of local and/or state sanitation, fire, or zoning approvals as required

    • Copies of training certificates or cards reflecting completion of required training/education for each staff member.

    • Posting of various notices, schedules, fire escape routes, etc. as required throughout the rules for certified family child care.

    Required Documentation: You must include the following documentation with your application for a certified family child care home:
  • Copies of local and/or state sanitation and zoning approvals. Fire safety inspection when required by local jurisdiction.
  • A drawing of the home showing the dimensions of all rooms to be used, the planned use of each room, the location of required exits, the placement of the kitchen and bathrooms, and the location of plumbing fixtures.

    You must also have available at the time of the pre-certification visit, copies of training certificates or cards reflecting completion of required training/education for each staff member.

    NOTE: The application must be submitted forty five (45) days before the planned opening of the certified family child care home. No care can be provided until the application is approved by the Child Care Division.
