Apprentice funeral service practitioners (FSPs) are required to serve a twelve-month apprenticeship in Oregon under the personal supervision of an Oregon licensed FSP, are required to work a minimum of 30 hours a week during normal business hours, excluding up to 30 days of vacation time per year, and assist in the planning of at least 25 funerals or dispositions per year.

Only an FSP or FSP apprentice shall: (a) Work directly with 'at need' persons to arrange for the disposition of human remains; and (b) Coordinate and direct the various tasks associated with performing funeral services for at need persons including but not limited to: taking all vital information on the deceased for the purpose of filing the death certificate; arranging for transportation of the remains; coordinating the services for final disposition; supervising or otherwise controlling the care, preparation, processing and handling of human remains.

Only a registered preneed salesperson or other funeral service licensee shall engage in prearrangement or preconstruction sales that are funded by trusts.

Examination Information: An applicant for FSP license shall be required to pass the Board's FSP examination as a means of providing satisfactory proof to the Board that the applicant has the requisite qualifications for licensing as an FSP in this state. The examination shall include Oregon and federal laws, rules and regulations relating to the care, preparation, disposition and transportation of human remains and to survivor death benefits. Applicants for FSP license shall be required to receive a score of not less than 75 percent, based on the total number of questions, in order to pass the examination.

The examinations for a FSP shall be given at least twice each year.

An individual may not take an examination under ORS 692.070 until the individual has provided written evidence of graduation from an associate degree program meeting the requirements established by Board rule. An applicant with four years of experience as a licensed FSP or embalmer in another state is not required to provide written evidence of graduation from an associate degree program in order to take the examination under ORS 692.070.

All applications for FSP licenses by examination, accompanied by the examination fee prescribed by ORS Chapter 692, must be received in the office of the Board at least 30 days before the examination is held, or be postmarked before midnight of that date.

If an applicant for an FSPĆ½s license fails to satisfactorily complete the examination, he may retake the examination the next time it is given upon payment of the full examination fee. Such fee must be received in the office of the Board at least 30 days before the examination is given.

The examination fee shall not be returned to an examinee once he takes the examination.

Test results will be mailed to examinees within 30 days after completion of the examination. Exams are not reviewable by examinee, pursuant to the Public Records Act, ORS Chapter 192.
Continuing Ed Requirements: Although under ORS 692.160(3) the Board has statutory authority to impose continuing education requirements as a prerequisite for licensure, the Board has not yet imposed such requirements.

Prerequisites: An individual must apply for a license by applying to the Board on an application form provided by the Board. The Board shall issue a license to an individual to practice as an FSP if the individual applies for a license and has successfully met the qualifications described in ORS 692.045 or ORS 692.140.

In order to receive apprenticeship application forms, you must already have been accepted for a position as an apprentice with an Oregon FSP licensee willing to serve as your supervisor.

Required Documentation: Completed application must be accompanied by the following items:
  • Satisfactory proof of high school graduation or equivalency OR satisfactory evidence of an equivalent of a high school education received in some private, public, or trade school. See OAR 830-011-0020 (6) for additional information.
  • A certified copy of applicant's birth certificate.
  • If military service is one of the last three employers, please provide a Military Separation Paper, showing beginning and ending dates for each term of active duty in the armed forces.
Additional Information: An FSP apprentice may serve the apprenticeship concurrently with the embalmer apprenticeship. The 30 hour time requirement remains the same whether you serve one apprenticeship or a combined apprenticeship.
