This license allows a commercial organization to hold a Racemeet. The organization which holds the racemeet shall be responsible for: hiring all the necessary racing officials, provide all the necessary facilities, provide adequate office space, provide and equip a first aid room, an ambulance for people and a horse ambulance, operate its own pari-mutuel department, maintain a satisfactory totalizator system, furnish a post-race receiving area for veterinary testing, provide adequate racing equpiment, provide adequate light to film and photo finish during evening races, shall provide a sufficient number of security personnel, make a daily attendence report, provide an adequate communications system, stall for horses hauled in, maintain a record of arriving and departed horses, may maintain a track kitchen, provide properly marked distance pole markers, maintain a horseman's account, meet safey standards set by commission, hire enough starters and valets, ensure fire safety in the stable areas.

$100 per racing day, payable before meet starts, 1% of the total gross mutuel wagering handle (gmwh) payable to Oregon Racing Commission and .1% of the total gmwh to go to supplement the purses of Oregon-bred horses, 1% of the gmwh on thoroughbred horses to the OTBA, 1% of the gmwh wagered on quarter horses to the OQHA, same for all recognized breeds, .2% of gmwh for track improvements.
