License authorizes cardlock operators to operate a commercial fueling facility where Class 1 flammable liquids (gasoline) are dispensed by qualified Nonretail Customers for business purposes. Four types of licenses are available: Nonretail (cardlock only), Dual operation by distance (retail station on site), Dual operation by time (nonretail and retail operations separated by time), and Conditional use (available for use by residents in remote areas of the state where there are no retail stations). A separate License is required for each Nonretail and Conditional Nonretail Facility. Nonretail and Conditional Nonretail Facility operators must comply with all requirements established by ORS 480.345 through 480.385, OAR 837-020-0025 through 837-020-0125, and the Oregon Fire Code.

Prerequisites: |
Mail completed application and fee. (a) Facilities utilizing underground fuel tanks must submit with their application a permit issued by the Department of Environmental Quality (DEQ), plus a tank installation checklist completed by an installer certified by DEQ. An inspection to ensure all facility requirements are met may be conducted prior to license issuance. (b) Facilities utilizing aboveground fuel tanks must obtain a permit from the Codes Unit of the Office of State Fire Marshal. An inspection to ensure correct tank installation and all facility requirements are met will be conducted prior to license issuance. |
