Description: Maritime pilots command ships to steer them into and out of harbors, straits, sounds, rivers, lakes, and bays. They direct the course and the speed of the ship based on their knowledge of wind, weather, tides, currents and local geography. (Compulsory pilotage: With the exceptions listed in ORS 776.405, no person shall pilot any vessel upon any of the established pilotage grounds in Oregon without holding a state-issued license.)

The pilot license is issued for a specific pilotage ground, of which there are 4 in Oregon:
  • Columbia River Bar
  • Columbia and Willamette River
  • Coos Bay
  • Yaquina Bay

For the Coumbia and WIllamette River pilotage ground there are 4 grades of license (C, B, A & Unlimited). Please see OAR 856-010-0012 for details.

A part-time pilots license is available for the Yaquina Bay bar pilotage ground for those who anticipate less than full-time employment.

Duration: Annual
Fees - application, exam, etc.:  Examination: No fee.
Original License:$2,500.
Renewal:$2,500 a year.
Part-time (Yaquina Bay Bar pilotage ground): $50 (original & renewal)
Responsible Agency: Maritime Pilots, Board of
Fee Exemptions: Yaquina Bay bar pilotage ground, less than full-time employment as pilots, annual $50.
Examination Information: Exam Time: Upon request by appointment, after fulfilling all requirements.
Exam Locs: Portland.
Exam Pass: 90 percent or higher.
Exam Repeat: May apply again after six months.
Prerequisites:
  • Hold a valid license as Master endorsed for Radar Observer issued by the U.S. Coast Guard.
  • Hold an unlimited federal pilot's endorsement for the ground for which a state license is sought.
  • Have served at least two years as Master aboard vessels; have actual experience as a pilot handling vessels over the pilotage ground for which a state license is sought; and/or have other similar experience and have completed a program of apprenticeship training which has been approved by the Oregon Board of Maritime Pilots. Requirements vary between pilotage grounds.
  • Pass written and practical examinations demonstrating skill as a pilot and navigator.
  • Meet physical health criteria established by the Board of Maritime Pilots and pass a physical examination.
