Description: Passenger carriers need a Class 1R Permit, issued by the Oregon Department of Transportation, Motor Carrier Transportation Division, in order to provide a for-hire service carrying passengers in irregular route operations -- charter or special operations -- sightseeing tour operations, and/or seasonal regular route operations. The passenger service cannot be regular route, full-service scheduled in nature. That would require a Class 1P Certificate of Authority (Regular route scheduled means the transportation of persons between designated points over designated routes under time schedules that provide a regularity of services. Full-service means service that is offered during any part of more than 10 consecutive months in any 12-month period.)

Certain for-hire passenger operations are partially or totally exempt from regulation by the Oregon Department of Transportation, including limousine service on an irregular route basis with eight passengers or less, passenger service solely within a city and within three air miles of the city, and taxi service in cabs seating five or less.

Continuing Ed Requirements: Visit the ODOT Motor Carrier Transportation Division Web site for information about trucking in Oregon. Oregon-based companies receiving a certificate or permit for the first time are given a packet of information about motor carrier regulations, including those related to safety, highway-use tax, insurance, and vehicle size and weight. Oregon law requires that new companies participate in this "Motor Carrier Education Program" shortly after receiving a certificate or permit. Call the Motor Carrier Transportation Division (MCTD) at 503-378-6963, or visit a New Carrier Education Web page to access the information presented through this program.
Bonding Requirements: See surety bond/deposit rules - OAR 740-040
Insurance Requirements: If operating vehicles over 26,000 pounds, file proof of Bodily Injury and Property Damage insurance.
Prerequisites: Each power unit with a combined weight over 26,000 pounds that is operating under a 1R Permit must be registered and have a valid Temporary Pass, Oregon DOT license plate, or Oregon Weight Receipt and Tax Identifier in the vehicle showing correct loaded combined weight.
