The mission of the DSCA Operations Directorate is to provide policy oversight, guidance, planning, coordination, and direction for the execution of security cooperation programs. Programs include sale, lease, commercial contracts and drawdown of defense articles and services to foreign governments.

is to review all Letter of Offer and
Acceptance (LOA) to meet U.S. foreign policy and national security interests.
