The Office of Retirement Services—ORS—serves the working and retired public servants of four Michigan retirement systems:

Our customers total 580,588 people and include one out of every 18 Michigan citizens.

Within these systems, we administer four defined benefit pension plans and two defined contribution pension plans with combined net assets of nearly $56 billion, making us the 15th largest public pension system in the U.S., the 21st largest pension system in the U.S., and the 39th largest pension system in the world. In 2008, we paid out $5.1 billion in pension and health benefits.

ORS is a division of the State of Michigan's Department of Management and Budget, under the leadership of DMB Director Lisa Webb Sharpe.

Who's Who?

ORS is a process-based organization. Its leaders manage the processes that, working together, administer pension benefits. Each process has an owner, who determines the goals and strategies, and a process leader who manages the day-to-day work of the process staff.

ORS's Executive Process Council works with each individual process owner and leader to provide direction for current business processes and future process improvements. Members include:

Phil Stoddard, Director of ORS

  • Executive officer
  • Working with policymakers on retirement-related issues
  • Overseeing the strategic direction of the office
  • Serving on the Department of Management and Budget Executive Team
  • Serving as the executive secretary to the Public School Employees and State Employees retirement boards

Laurie Hill, Assistant Director of ORS

  • Operations officer
  • Strategic planning
  • Implementing long-term direction
  • Oversight of each process
  • Serving on committees addressing key initiatives of the Department of Management and Budget
  • Serving as the executive secretary to the Judges and State Police retirement boards

Tim McCormick, Customer Service Division Director

  • Process pension and insurance benefits
  • Service credit billings and pension estimates
  • General services such as address changes, tax withholding, and refunds
  • Phone, email, and walk-in services
  • Customer education products and services
  • Maintain office-wide policies and procedures

Anthony Estell, Organizational Support Director

  • Pension delivery systems and employer reporting
  • Personnel services, mail services, records maintenance, and desktop computer support
  • Facility, safety, disaster recovery, and security support
  • Oversees technology changes that support IT and business needs
  • Customer relationship management tools
  • ORS online services that provide customers with self-managed accounts
