In June 2009, the Oregon legislature passed House Bill 2009 establishing the Oregon Health Authority and Oregon Health Policy Board, which will lead the work to improve the affordability and quality of health care for all Oregonians. HB 2009 also concluded the work of the Oregon Health Policy Commission.

Since its inception in 2003, the Health Policy Commission advised the Governor and the Legislature on major health policy in Oregon. In July 2007, the Commission issued its "Roadmap to Health Care Reform" at the request of Governor Kulongoski, which served as a foundational reference for the reform work of the Oregon Health Fund Board and ultimately HB 2009. In addition, the Commission and its committees and workgroups furthered policy development in Oregon related to improving health information technology, reducing childhood obesity, and supporting local delivery system reform.
