The overarching goal of the RMP is to provide a comprehensive approach to protect the water and other critical resources of the Highlands Region. However, the Act recognizes that the Highlands provides a desirable quality of life and place where people live and work and that it is important to ensure the economic viability of its communities.  Moreover, that agriculture; residential, commercial, and industrial development; redevelopment; and economic growth in certain appropriate areas are in the best interests of all the citizens of the State and  provide innumerable social, cultural, and economic benefits and opportunities.  To this end the development of the RMP has been and will be an inclusive process, engaging citizens from the broad spectrum of interest groups concerned over the future of the Highlands.
