The Office of Program Support has three main areas of responsibilities: Administrative Appeals, Legal Services, and Licensing and Regulative Services.
Administrative Appeals: DHHS Hearing Officers handle all administrative appeals. The Administrative Appeals Unit (AAU) hears appeals from any individual applying for or receiving services from DHHS, from any facilities that are licensed or certified by DHHS, or any other matter within the jurisdiction of DHHS.
Legal Services Unit: The Legal Services Unit (LSU) supports DHHS in three areas: Legal Practice Services, Administrative Rulemaking, and Special Investigations. Legal Practice Services is comprised of attorneys, para-professionals, and support staff who deliver a wide range of legal services to all DHHS program areas. The Administrative Rulemaking unit assists the program areas in the promulgation of rules by drafting, training, and assisting in the rulemaking process. The Rulemaking unit is also the central repository for current rules and historical rule promulgation. Special Investigations unit is responsible for the investigation and prosecution of allegations of fraud in the public assistance programs administered by DHHS.
Licensing and Regulative Services: This unit is administered centrally from state offices in Concord. Most field staff are out-stationed and are generally responsible for provider licensing within their assigned geographic areas. All licensing functions focus on the safety of consumers. Licensing and Regulative Services (LRS) has three distinct areas of licensing responsibilities: Child Care, Health Facilities, and the Administratively Attached Boards. Each licensing area conducts its activities through on-site inspection and monitoring visits performed by licensing specialists who have expertise in their particular fields. Additionally, licensing staff provide technical assistance to new and existing providers and are responsible for investigations of consumer complaints.
