Local Recycling Contacts for Oregon Counties or "Wastesheds" and Cities
A "wasteshed" is defined in Oregon law as being an area of the state that shares a common solid waste disposal system, or an appropriate area in which to develop a common recycling system. For the most part, individual Oregon counties are designated as wastesheds. The two exceptions are that:
- The greater Portland tri-county area, consisting of Clackamas, Multnomah, and Washington Counties, is designated as the Metro wasteshed.
- Milton-Freewater, a city within Umatilla County, is designated as a separate wasteshed.
Recycling goals are set in Oregon law for each separate wasteshed, and each county is generally responsible for compiling information on city and county recycling programs within the wasteshed and submitting that information to the Department of Environmental Quality.
City contacts are listed only for cities of 4,000 or more population and for cities within the Metro boundary. These are the cities required to provide recycling programs under Oregon's recycling laws, but recycling services are more commonly handled by the county through contracts or franchises with solid waste collection service providers. Other Oregon cities under 4,000 population may also have recycling programs. To find out what services your city under 4,000 may have, use the County Contact.
