Minimum Qualifications:

Requires a bachelor’s degree in economics, engineering, accounting, finance, business administration, public administration, or another closely related field and three years work experience conducting complex research and analysis on issues affected with the public interest; OR a master’s degree in the fields listed above and two years work experience conducting complex research and analysis in telecommunications, gas or electric utilities, or government regulation; OR a bachelor’s degree in another field and four years work experience conducting complex research and analysis in telecommunications, gas or electric utilities, or government regulation.
 
The successful candidate must have excellent oral, written, and interpersonal communication skills; be a team player with professionals of diverse disciplines, work well with the regulated industry and the public, and; be able to effectively use computers and standard office software.

Occasional travel may be required.  Employee must have a valid driver’s license and maintain an acceptable driving record.  Work is generally completed in a standard office environment, and uses a computer frequently.

Preferred Qualifications:

  • Work experience conducting analyses of utility services.
  • Work experience developing recommendations for managers on utility issues.  
  • Work experience in administrative proceedings related to utility issues.
  • Work experience in the utility industry.
  • Knowledge in state and federal regulations, policies, laws, and procedures related to utility issues.
  • Work experience analyzing and presenting complex economic data.
  • Work experience preparing technical reports related to the utility industry.

Summary of Work:

  • Work with the utility industry, state and federal agencies, and the general public on utility regulation issues.
  • Evaluate economic, financial, scientific, and/or engineering studies submitted by utilities on energy-related facilities for reasonable methods and assumptions relating to electric utility resource planning and operations and new resource development; write rules, policies, reports, position papers and correspondence on investigative findings and analyses.
  • Formulate and implement utility policy and procedures.
  • Assist in the development of the state’s energy conversion, transmission and utilities infrastructure.
  • Research, collect data, and analyze findings of individual companies and industries.
  • Review and analyze utility filings; prepare routine pleadings and agency documents.
  • Assist in the processing of consumer inquiries.
