Commercial & Industrial Land Sufficiency: Methods for Evaluating Commercial and Industrial Land Sufficiency: A Recommendation for Oregon Communities. The Advisory Committee on Commercial and Industrial Development was created by House Bill 3557 (HB 3557). HB 3557 was passed by the 2001 Oregon Legislature in consideration of the connection between Oregon land use planning laws and economic growth. The purpose of HB 3557 was to establish a committee to provide recommendations to the Oregon Legislature, state planning and economic development agencies and local governments "to help ensure that Oregon communities are providing sufficient buildable commercial and industrial lands."
