Organization
Annual Performance Measures

The Oregon Health Plan (OHP) provides health care coverage to low-income Oregonians through programs administered by the Division of Medical Assistance Programs (DMAP). Currently, more than 380,000 people each month receive health care coverage through the Oregon Health Plan.
 
Goals:
  • Increase access to health care for low-income Oregonians.
  • Improve the quality of health care and receipt of preventive services by low-income Oregonians, thereby improving their health.
  • Contain health care costs.
 
Programs
The federal Centers for Medicare and Medicaid Services (CMS) approved a $5.5 million Medicaid Transformation Grant effective October 1, 2007, through March 31, 2009. This grant allows DMAP to develop and implement the Health Record Bank of Oregon (HRB Oregon) by autumn 2009. The three specific goals of HRB Oregon are to:
  • Improve quality of care by providing otherwise unavailable information about previous tests, lab results, diagnoses and health system visits, thereby allowing for better-informed clinical work-ups and facilitating care coordination.
  • Reduce costs by reducing duplication of tests, procedures, emergency room visits and hospitalizations.
  • Enhance patient engagement by providing more easily accessible information, together with decision support tools and instructions that will likely result in better partnership and participation.
 
HRB Oregon will complement the online advancements available in Oregon’s current Immunization ALERT system, and the replacement Medicaid Management Information System (MMIS) coming in 2008.
 
DMAP will develop HRB Oregon through an intensive public involvement process, listening to OHP clients, providers and the public with respect to the values of all Oregonians.
