Brann, a former police chief of Hayward, California, was appointed last December by President Bill Clinton to head the program to put 100,000 additional police officers on the streets. The COPS office, which created the first one-page grant application form available from the Department of Justice and processed 7,113 applications in record time, will introduce another innovation in grant management: electronically scannable payment coupons. ### 95-203
