COPS DIRECTOR TO GIVE 6-MONTH UPDATE; UNVEIL GRANT RE-INVENTIONS 
                                                                
     Joe Brann, Director of the Office of Community Oriented 
Policing Services, will announce a new COPS innovation to cut red 
tape for communities and give a six-month COPS program update 
this Thursday, April 13, at 11:00 a.m. in Conference Room B of 
the Department of Justice.

     Brann, a former police chief of Hayward, California, was 
appointed last December by President Bill Clinton to head the 
program to put 100,000 additional police officers on the streets. 
     
     The COPS office, which created the first one-page grant 
application form available from the Department of Justice and 
processed 7,113 applications in record time, will introduce 
another innovation in grant management:  electronically scannable 
payment coupons.
