Acting Assistant Secretary for Policy and Planning

Karen W. Pane, MPA, RN, is currently the Acting Assistant Secretary for Policy and Planning at the Department of Veterans Affairs (VA).  She also serves as the Principal Deputy Assistant Secretary for Policy and Planning.  She is a senior advisor regarding Department-level strategic planning and the formulation and analysis of Departmental policies.  Ms. Pane also oversees all aspects of VA-DoD collaborations.  She supports the identification, development, analysis, and review of issues affecting veterans programs and fosters quality management techniques and procedures throughout VA, including the Secretary’s Robert W. Carey Performance Excellence Program.

Ms. Pane manages a fairly new broad technical program headed by the National Center for Veterans Analysis and Statistics.  This program is designed to provide guidance, advice, and assistance in the development of statistical and economic research protocols, the conduct of statistical and economic studies, and the application of valid statistical, economic, and operations research methods to a wide variety of statistical and research initiatives.  She is also a Volunteer with the Emergency Healthcare Reserve Corps (EHRC), Emergency Health and Medical Services Administration, District of Columbia, and the Department of Health.  

Prior to joining VA, Ms. Pane was the Director of the Office of Performance Monitoring, Center for Program Planning and Results at the U.S. Department of Labor.  

Ms. Pane’s previous positions were: Senior Advisor to the Chairman of the Detroit Wayne County Health Authority (DWCHA); Director, Division of Planning, Performance and Evaluation, Office of the Administrator/Office of Planning and Evaluation DHHS/Health Resources and Services Administration (HRSA); Nurse Consultant, HRSA/Division of Nursing; Assistant Chief, Wellness Program & Food Services Division, USCG; Department Head, Health Promotion and Disease Prevention, National Naval Medical Center; Assistant Director of Nursing, University of California, Irvine Medical Center; and as a Emergency Nurse.  She also served in the U.S. Navy Reserves Nurse Corps.

Ms. Pane has a BSN from the University of FloridaSchool of Nursing and a MPA from the University of San FranciscoCollege of Professional Studies.

April 2009
