A Chapter shall function as a unit within a Department.

Any member in good standing with the assistance of a Department Officer may organize a Chapter within her own Department.

Those who desire to form a Chapter shall make application for a Charter to the President of the Department in which they reside.

The National President and National Corresponding Secretary shall issue the Charter upon receipt of the application, properly executed, by the charter members of the proposed Chapter.

The Chapter shall be instituted and officers installed within ninety (90) days from date of Charter.

Charters shall be kept open for all eligible applicants whose membership applications are received at National Headquarters within sixty (60) days from date of Charter.

The organizer shall send the Department Treasurer the following:

  1. Charter application signed by at least five (5) applicants.
  2. The Department Treasurer shall proceed with the applications as outlined in procedure under “Membership” including the Charter fee ($5.00).
  3. In forming a new Chapter, the meeting at which Officers are elected is a regular business meeting.
