Transmitters of Money Act (TOMA) provides for the licensing and regulating of companies which sell or issue payment instruments, transmit money or exchange payment instruments or money of the United States government or a foreign government to or from money of another government for compensation.

Retail Installment Sales Act (RISA) establishes regulatory requirements for retail installment sales of goods (other than motor vehicles) and services primarily used for personal, family or household purposes.
