The 2009 Hispanic Employment Plan was submitted to the Illinois General Assembly February 1, 2009, by Central Management Services.

Diversity Enrichment Program

Administered by the Illinois Department of Central Management Services (CMS), the Diversity Enrichment Program (DEP) is designed to assist state agencies in developing and modifying programs to enable them to meet their affirmative action and equal employment opportunity goals.

DEP is a resource for all State agencies, boards and commissions to supplement their recruiting efforts and develop strategies for diversification. The Program is designed to encourage state agencies to employ members of minority groups, women, and/or persons with disabilities.

A vital goal of the Program is to improve the diversity of the state’s workforce by actively recruiting well-qualified minorities, females, and persons with disabilities for employment with the agencies, boards, and commissions under the jurisdiction of the Governor. In response, the Program offers statewide informational presentations to individuals seeking State employment, assisting them in determining which job titles would be most viable for them and providing job counseling services.

Application Process

  1. Contact the Diversity Enrichment Program to schedule an appointment with a career counselor.
  2. Before your scheduled appointment date, complete and print the employment application [PDF, 248KB] making sure to leave the boxes in section 1 (position title, option) blank. The career counselor will review your application with you to identify state employment titles that meet your career goals.

Veterans Outreach

Under Illinois law, veterans who provide verified information – certified copy of DD214, DD215 or NGB22 and/or recent service-connected award letter from the United States Department of Veterans Affairs, and attain a passing score on the civil service examination are entitled to the award of numerical veteran preference points added to their raw score and, if eligible, preference in appointment. Please contact the Veterans Outreach program for more information.

Current State Employees

The Upward Mobility Program is open to certified AFSCME-represented employees who are interested in career advancement in targeted job titles.

The Interagency Committee on Employees with Disabilities (ICED) was created over thirty years ago by Section 19(a) of the Personnel Code to represent interests of employees with disabilities in state government.
