Background
The American Recovery and Reinvestment Act (ARRA) provides for $4.7 billion in grants under Title VI, the Broadband Technology Opportunities Program (BTOP). These funds are to improve access to broadband in unserved and underserved areas.
BTOP is intended to increase deployment of broadband infrastructure, to deploy broadband for public safety agencies, and to stimulate demand for broadband. Another goal of BTOP is to increase access to broadband in vulnerable communities. The purpose of the ARRA is to promote jobs and to stimulate the economy.
These goals should be kept in mind when considering applying for ARRA grants. The requirements for grant money have been established by the National Telecommunications and Information Administration (NTIA) and can be found at the link above.
